EXCERPTS OF THE EXTRAORDINARY MEETING OF THE STATE EXECUTIVE COUNCIL OF THE KOGI STATE GOVERNMENT HELD ON FRIDAY 29TH OF JULY, 2022 AT THE EXCO CHAMBERS OF THE GOVERNOR’S OFFICE, LOKOJA

The meeting which was presided over by the chairman of the Council and governor of Kogi State, His Excellency Yahaya Bello had in attendance, the Vice Chairman of the council and Deputy Governor, His Excellency Edward Onoja, the Secretary to the State Government, Head of the Civil Service, Honourable Commissioners and other members of the council.

During the business of the EXCO, council inaugurated the new Commissioners who were earlier cleared by the Kogi State House of Assembly after receiving the lists of the appointees from the governor.

The Commissioners and their portfolios are:

*Dr Zakari Usman, Commissioner for Health

*Engr Muhammed Abdulmutalib, commissioner for Rural and Energy Development

*Hon Kingsley Femi Fanwo, Commissioner for Information and Communication

The governor after oaths taking by the commissioners charged the newly inaugurated members of the state’s executive council to work assiduously in making sure they give good account of themselves in the discharge of their responsibilities.

The governor counseled the commissioners to acquit themselves with his administration’s blueprint and the New Direction governance policy which placed unity at the top of its agenda. Bello admonished the newly inaugurated commissioners to carry their people along, give back to their constituencies when opportunities allowed, and work harmoniously with every members of the New Direction team for maximum results.

VAPP Law: SCDDD Expresses Appreciation To Gov Bello, Others Over Passage.

The Savannah Centre For Diplomacy Democracy and Development has once again expressed its appreciation to the Kogi State Governor, Alhaji Yahaya Bello over the passage of the Violence Against Persons Prohibition Bill into law.

Sir. Bola Abimbola, Senior Program Manager, SCDDD made the disclosure at a context analysis and close out meeting of steering Committee on signing and gazeetting of Kogi State Violence Against Persons Prohibition VAPP Law, held at Golden Grand Royale Hotel Lokoja, Kogi State.

Sir. Abimbola said the swift manner the bill was finally signed has once again proven that Gov. Yahaya Bello has the people at heart, expressed the appreciation of SCDDD to all the State government actors that contributed to making the bill see the light of the day.

The Senior Program Manager paid glowing tributes to the Secretary to the State Government, Dr. Mrs Folashade Ayoade Arike, the Attorney General and Commissioner for Justice and others who worked silently to make the passage of the bill scale through.

Sir. Abimbola thanked other Organisations like USAID, ActionAid Nigeria that supported the project before Savannah Centre came into the scene, attributed the passage to collective working together by the people towards making the society violent free.

While he expressed his gratitude to Challenged Parenthood Initiatives, lauded the Steering Committee for the implementation of the bill, said the operationalization of the bill now remains the priority.

He urged the steering committee members to see to the task ahead of the operationalization as very necessary and surmountable, said if the team worked together Iike they did as steering committee members, it would ensure the successful implementation of the law in the State using the fact sheets and other support Savannah Centre would be making available.

WELCOME ADDRESS BY HIS EXCELLENCY, GOVERNOR YAHAYA BELLO OF KOGI STATE ON THE OCCASION OF THE MAIDEN KOGI STATE MSME DAY HELD IN COMMEMORATION OF THE INTERNATIONAL MSME DAY 2022 AT GOVERNMENT HOUSE, LOKOJA ON WEDNESDAY 29TH JUNE, 2022

I am pleased to attend this event and I heartily welcome all participants. It is particularly gratifying to see us participate for the first time as a State in this annual International MSME showcase. According to the United Nations concept paper on the 2022 Micro-, Small, and Medium-sized Enterprises (MSMEs) Day, MSMEs account for 90% of businesses, 60 to 70% of employment and 50% of GDP worldwide’.

Thus, MSME GROWTH: A STRATEGIC TOOL FOR ECONOMIC DEVELOPMENT’ as the theme of today’s event properly reflects the true importance of this sector. MSMEs are the backbone of societies everywhere. They contribute to local and national economies and help to sustain livelihoods, especially for the poor, women, youth, and other vulnerable groups.

When I took Office as the 4th Executive Governor of Kogi State in January 2016, Kogi State did not have much of an MSME ecosystem or hub to speak of, much less a dedicated agency like KEDA to coordinate and cater for their immediate and long-term needs.

Moreover, Kogi State needed to find an outlet through which we can gainfully engage and empower our teeming youthful population. Given that MSMEs are the major drivers of economic growth, especially in non-industrialised and developing societies, I made it one of my preoccupations to create an agency through which we could encourage entrepreneurship and ultimately build a thriving MSME hub in our State.

This is why the fourth, out of the five, key thematic areas of our New Direction Blueprint is Youth Engagement and New Venture Creation. We worked tirelessly with the legislative arm of our Government to create for KEDA what I consider one of the most forward-looking and adaptable laws in the MSME sector within the country.

For far too long, our people have depended on Government as the main driver of the economy. This is why our workforce is over-bloated and Government is overloaded with catering for the salaries, pensions, gratuities and other entitlements of over 80,000 workers in the Civil Service, both State and Local Governments. The sad thing is that we would need to deploy over 80% of gross Government income each month to pay this number of persons, yet they constitute less that 1.8% of our population of 4.5m people. This is both unsustainable and unwise.

In order to lessen the burden of reliance on Government to provide livelihoods and wages for the people, we must quickly dissipate the mist of ‘civil service state’ draped over the hopes and aspirations of our people. Of course, the quickest way, and frankly the only feasible way, to go in achieving this is through Entrepreneurship and New Venture Creation, primarily MSMEs.

We pursued this course because we recognized that the growth of Entrepreneurship and New Venture Creation will broaden the spectrum of opportunities available to every Kogite who is willing to work hard to become financially independent. Today, we are here to collectively bear witness to how far we have come in growing entrepreneurial interest in our people.

No matter how willing we are and how hard we work, we cannot absorb more than 10,000 new workers into Government service in any two terms, irrespective of how many retire from service. However, with a bit of innovativeness and lots of hard work, we can create 500,000 new MSME businesses in the same timeframe.

I intend to substantially achieve this before I exit the stage as Governor of Kogi State – primarily through the work of KEDA but also through the activities of our other Ministries, Departments and Agencies.

It is still early days yet, but I am really proud of Hajiya Rakiya Onaivo Sanni and her team at the Kogi Enterprise Development Agency (KEDA). They have done so much with so little. Still, I have highlighted the above because I need them to understand that KEDA’s core mandate is crucial to the next generation of wealth creation and economic growth we want to see in our state.

Entrepreneurship and enterprise development can be taught and learned, and not always in a formal school setting. Our Igbo brothers have amply demonstrated this with their various apprenticeship schemes. KEDA is charged with designing innovative ways of getting interested Kogites into MSMEs in a profitable manner and I expect it to put more effort into this.

Training and equipping business-oriented Kogites to engage successfully in the start up and growth of their own businesses will require us to enhance their knowledge base. It will require us to make capital available, improve overall ease of doing business in Kogi State and make sure the operating environment within the State is free of disincentives such as insecurity.

I am glad to note that we have been able to do all of this to appreciable extents, but from now, we will take things to the next level. KEDA must also improve the pace of her activities and ensure a huge leap in MSME penetration in Kogi State. You are to bring existing businesses and Government to a collaboration in training and equipping new entrepreneurs and facilitating new enterprise.

We are to strengthen the capacities of our people, especially our Youth and Women to build viable businesses spread across every sector possible. Let us develop businesses in emerging technologies, in the Information and Communications Technology industry, in specialized small scale consultancies as well as the traditional market areas and business interests.

I thank all our partners, the Trade unions, Financial Institutions, Corporate bodies, development partners, mentor and donor agencies, Embassies, the Federal Government and her MDAs, Non Governmental Organisations, among others. We will need your ongoing cooperation to keep growing our MSME sector till it becomes the self-sustaining live wire of our economy.

I salute our MSMEs and the remarkable men and women who own and run them. You are already champions for taking the leap of faith into entrepreneurship. You are vital to our economic wellbeing and we shall continue to work to improve your chances of success and wealth-making from your legitimate business engagements.

Once again, I welcome you all to this event. Be sure to participate fully in all the sessions as there will be plenty to learn and lots of vital takeaways for your journey as a business owner.

Kogi beats 7 states, emerges winner in NEWMAP environment, safeguard instruments and 2nd tier

Kogi State has emerged overall best among 2nd tier Nigeria Erosion and Watershed Management Project (NEWMAP) states made up of seven states including Kano, Gombe, Delta, Sokoto, Oyo, Akwa Ibom and Plateau states.

The victory was announced at the Valedictory ceremony of the Nigeria Erosion and Watershed Management Project (NEWMAP) organised by the World Bank and Federal Ministry of Environment, held at Sheraton hotel, Abuja.

Kogi State NEWMAP also clinched the first position in 23 States on the Implementation of Environmental and Safeguard Instruments and was also a Runner up in Implementation of Grievance Redress Mechanism and the Implementation of Catchment Management Plan.

The highly elated Project Coordinator of Kogi NEWMAP, Barr. Ladi Ahmed Jatto appreciated the Almighty God for the divine support.

She also specially recognized and appreciated His Excellency Alh Yahaya Bello for his unrelenting support to Kogi NEWMAP while dedicating the award to God Almighty and the state governor.

Vision is not something that can be seen, touched or heard. It is, in this context, a function of the brilliancy, ingenuity and sincerity of a leader. It is a function of identifying present and potential future problems and putting measures in place to eradicate or reduce the or problems…. most importantly, to ensure that future generations experience less of the problems the present generation is going through.

Yahaya Bello’s coming was divinely ordained. No one saw it coming. But his performance especially in the area of infrastructure has been very deliberate. His performance has been a product of careful, conscious planning and a matter of setting priorities.

The New Direction Administration in Kogi state has not only been spending billions of naira on projects. It has been expending resources on priority projects and despite the scarcity of these resources in recent years, any fair observer will agree that a lot of the major problems that need to be attended have been given priority by the present administration.

Road construction has been the cornerstone of the Infrastructural drive of the administration. Kogi state used to be average at best in the area of quality of road networks prior to the coming of Governor Bello. Six years down the line, even though right now not all the roads have been done, the most important ones have been constructed or rehabilitated.

In choosing the roads to focus on, the governor’s team priortised the ones that are crucial to the social and economic wellbeing of Kogites, knowing full well that the informal sector is the main driver of the state economy.

Since all parts of the state are almost evenly gifted in terms of vibrant population and economic potential, Bello’s road construction and rehabilitation largesse has also been evenly distributed across the three senatorial zones and all 21 local government areas of the state.

The construction of the Ibana-Ikeje-Ette road and that of the Idah-Umomi-Anyigba road for example are ongoing in the Eastern axis of the state. The Dekina – Anyigba Road has also been reconstructed.

The Ekirin-Ade/Ohun Iffe-Olukotun Road, and the Poyan-Jege-Ejuku-Ijowa (Isanlu) Road in the Western axis have been completed.

Roads that are undergoing reconstruction in Kabba town are Iyah- Fadile Junction Road; Dada Onicar Bestway- NTA Junction Road; Inuraje Road; Ogo Oluwa Street; Surulere Road; Ipele Street – Barnabas Cathedral Road; St. Banabas Roundabout Road; Obaro Odoafin Road and Bolorunduro Road.

In Kogi Central, the rehabilitation of Okene township road, Idoma road, Mahmoud Attah road, Ogori-Magongo township road has been undertaken by the Bello administration.

Other roads that are undergoing construction in Okene town are Agassa- Irucheba Road; Ozuwaya- Idozuni Road; Idozumi- Idoji Road; Spurs-Ahache – Enyinare Road; Ateba – Idozumi Road; Spurs, Obehira- Makaranta Road; Library – Inike Road; Agassa- Ekuku – Dam Road and Agassa- Anyava Road.

Lokoja, the capital city of Kogi State looked like an overrated, rustic countryside settlement before the coming of Governor Bello. The rapid transformation of the city in recent years is very clear for anyone who is familiar with the state capital.

The asphalt overlay of Taiwo road, the Lokoja Township Stadium, the Muhammadu Buhari Civic Centre, the Inland Revenue Office etc are few out of the legion of physical infrastructural projects provided by the Bello administration. But roads have played the major part in beautifying the city under Governor Bello.

The emergency facelift given to portions of the road between Ganaja junction and Ganaja village in Lokoja, and the rehabilitation of SUBEB road, Lokoja are also very key. Most of the visible road projects around Ganaja are forced by the ongoing construction of the massive, unprecedented flyover, a signature, legacy project of the administration that is nearing completion.

Other road projects in Lokoja township include Bishop Court – Kasuwa Hotel-Ganaja Junction Road; Adankolo Cemetery- Zenith Bank Road; Dunamis Junction- Federal University Road; UBA Adankolo- Housing Estate Road; Cemetery-Baptist Church Road; Kewon Hotel – Lokoja LGA/Federal Road Safety road; Sardauna Junction – Cemetery /Maigari Palace Road; and asphalt overlay of Paparanda Square- Nataco Junction.

Others crucial road projects receiving attention across the state include Umomi-Ejule – Anyigba Road; Dekina Township road; Ibana-Okpo-Ogugu-Ete Road; Old Egwume Road; Ofejikpi Road and Ankpa-Abejukolo Road.

Governor Bello has a little over two years to round off his maximum term of eight years. He has raised the stake of governance and demystified the complexities of office. Whoever will come after him will have his job cut out for him, in terms of being able to meet up with the work rate, work ethic and dedication of Governor Bello.
